to stop people dropping cigarette butts as if they were not litter

In the 50's the average ciggy didn't have a filter so the butts decomposed. now they hang around longer than a Cuban dictator. SO far I've only chucked 2 back through the open window of the cars that dropped them but to be fair, I've stopped that for fear of being shot. Now I honk or flash drivers who flick their tabs out of the window, just to make them think twice.
